“Everything that is wrong with long-term care (LTC) services and financing today has its roots in well-intentioned public policy decisions made many years ago that went terribly awry. It started with the addition of Medicaid to the Social Security Act in 1965. The Act authorized Medicaid to provide LTC to individuals “whose income and resources are insufficient to meet the costs of necessary medical services … .” This open-ended mandate to fund LTC for everyone who cannot afford it set the stage for everything that followed in six critical policy areas.”
