"Genworth Cost of Care Survey 2019: Skyrocketing care costs may make the dream of aging at home more challenging," Genworth
 
"The fastest-rising long term care costs are no longer for the most skilled care – in a facility, they’re now for the least-complex care – at home, according to Genworth’s latest 2019 Cost of Care Survey results, announced today. To explore Cost of Care data by city, state or zip code, find trend charts and access lists of states ranked in order of care costs, visit genworth.com/costofcare. The cost of homemaker services, which includes assistance with ‘hands-off’ tasks such as cooking, cleaning and running errands, has increased 7.14 percent in the last 12 months alone. The cost of a home health aide, which includes ‘hands-on’ personal assistance with activities such as bathing, dressing and eating, has increased 4.55 percent. Although the $51,480 national annual median cost of homemaker services is only about half the annual median cost of a nursing home, the cost of homemaker services rose almost four times as fast (7.14% vs 1.82%). That means even assistance with simpler, everyday tasks – often the only help needed to maintain independence at home -- is now more expensive than ever."

Dramatic new findings in the redesigned 2019 Genworth Cost of Care Survey will surely help sell new LTCI policies. This year, a single link takes you to one internet page with further links to both the national summary of costs by venue and a map of the U.S. where you can home in on individual states. The new design also has a slider that allows you to see estimated increases in costs for future decades. You can also select hourly, daily, monthly and annual costs by venue and by state. I like this new design and believe you will too.

Holiday Telephone Solicitation Bans for the Month of November 2019
 
Please be aware of the following holidays requiring a holiday telephone solicitation ban for the month of November.

  • On Friday, November 1, 2019: Louisiana prohibits unsolicited marketing calls to residents in observance of All Saints’ Day
  • On Monday, November 11, 2019: Alabama, Louisiana, Mississippi, Rhode Island and Utah prohibit unsolicited marketing calls to residents in observance of Veterans’ Day
  • On Thursday, November 28, 2019: Alabama, Louisiana, Mississippi, Rhode Island and Utah prohibit unsolicited marketing calls to residents in observance of Thanksgiving
  • On Friday, November 29, 2019: Louisiana prohibits unsolicited marketing calls to residents in observance of Acadian Day

MutualCare Solutions Portfolio (LTC13) E-App Enhancements
 
Effective October 12, 2019, MutualCare Solutions (LTC13) applications submitted using the e-application platform through Paperless Solutions Group will now feature an automatic submit process after both the producer and client have signed.
 
During the email signature process:

  1. If the client signs first, an email will be sent to the producer and marketer that the client signatures are complete. The producer will then need to sign the application and once complete, the application will automatically submit
  2. If the producer signs first, an email will be sent to the client to complete their signature. Once the client signs the application, it will be automatically be submitted for processing.

Illinois Partnership Passive Exchange
 
In December 2018, Mutual of Omaha announced the Illinois Partnership approval.
 
The next phase of the process begins October 2019. Impacted customers, those with relevant policy forms and meeting state inflation protection requirements, will receive notification letters beginning mid-October. This letter will inform customers their LTC policy is now partnership-approved.
 


Rate Adjustments Effective January 2020
 
Mutual of Omaha will begin implementing rate adjustments in Alaska, Delaware, District of Columbia, Mississippi, North Dakota, and West Virginia, effective January 1, 2020
 
Policyholders will receive a letter notifying them at least 90 days prior to the premium rate increase. The effective date of the premium rate increase will be listed in this notification. Notification to all affected policyholders will be sent by November 1, 2019 to ensure policyholders in the approved states receive notification of their January 1, 2020 premium rate increase.

Monthly Modal Premium Factor Reduced in 5 Additional States
 
In addition to the 41 states that already have the lower monthly modal premium factor, on 10/11/19 the monthly modal premium factor changed from .095 to .0875 in an additional 5 states: CT, DE, IN, ND, and SD.
 
This will affect new business and active policies retroactive to their effective date with a refund of premiums.
 


Employer Group Rate Class to be Available in 6 Additional States
 
In addition to the 38 states that already have the Employer Group rate class (unisex premium rates), 6 additional states will be available effective 11/01/2019CT, DE, HI, IN, ND, and SD.
